My ceiling fan lights flicker. If you re able to verify that the ceiling fixture is the only one flickering get a ladder and try tightening the light bulb. It doesn t matter whether or not the fan is running the fan is usually not running especially now in the winter. I have a ceiling fan that on absolutely random occasions the light bulbs on them flicker.
If your light bulbs are flickering turn off the power and using a glove to protect your hand from heat screw the bulb in tighter. Loose light bulbs mean the socket isn t making proper contact. To stop the flickering the root cause must be found first. That may be all you need to do but if the bulb still flickers remove it and try another bulb. I can have 1 or 2 in them and when they flicker they both flicker.

Gently but firmly screw the light bulb into the socket if it is found to be loose. If the flickering bulb is a cfl try replacing it with an led or incandescent bulb. They are incandescent not cfl light bulbs.
If your readings average above 125 volts you ve found the underlying cause of your flickering lights. The intensity of the flicker effect may vary depending on the situation. Ceiling fans produce vibrations when operating so if the light bulbs are loose or not screwed in all the way the lights.
